Launch of Draft Resolution on Transparency in Political Finance at the United Nations in Vienna

Vienna, 13 October 2025 — The Permanent Representatives of Albania, Ghana, Mongolia, and Norway today launched their joint draft resolution entitled “Enhancing transparency in the funding of political parties, candidatures for elected public office, and electoral campaigns” at the United Nations in Vienna.

The draft, tabled for consideration at the Eleventh Session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC), that will be held in Doha later this year, marks the first-ever resolution under UNCAC addressing transparency in political finance.

The initiative seeks to strengthen public trust in democratic institutions, uphold integrity in public office, and support fair and inclusive participation in political life. It reaffirms the long-standing commitment under Article 7(3) of the Convention to promote transparency in political financing and builds on the 2021 UNGASS Political Declaration against Corruption.

The co-initiators emphasized that transparency in the funding of political parties and campaigns is essential to safeguard democracy, prevent undue influence and foreign interference, and ensure that political office serves the public good.

The draft resolution outlines practical measures, including the establishment of independent oversight bodies, standardized reporting and disclosure requirements, transparent allocation of public funding, restrictions on foreign and excessive private donations, and stronger engagement of civil society and the media in monitoring political finance. It also calls on UNODC and the Intergovernmental Working Group on Prevention to collect best practices and provide technical guidance to States Parties.

The co-initiators reaffirmed their commitment to advancing this initiative in an open, inclusive, and consensus-based manner, contributing to global efforts to strengthen democratic integrity and the rule of law.

Informal consultations on the draft will start this week in Vienna.
