After difficult negotiations towards an outcome document on the midterm review of the 2019 Ministerial declaration on commitment in respect of existing international drug policies, H.E. Philbert Isaac Kobina Abaka Johnson successfully led the Commission on Narcotic Drugs (CND) to ensure the endorsement of an outcome document at the High Level Segment of the 67th Session of the Commission.
